MARTIN BALDWIN-EDWARDS
Martin Baldwin‐Edwards is co‐founder and Co‐Director of the Mediterranean Migration
Observatory, Panteion University, Athens (since 1999) and a Research Associate of the
International Centre for Migration Policy Development, Vienna. He was scientific co‐ordinator in
2007/8 of the ICMPD REGINE study for the European Commission DG Justice on regularisations
in the EU and for 2007-9 was the country expert on Greece and Cyprus in the ICMPD
PROMINSTAT project on migration statistics. Previous appointments include Visiting
Professor/Jean Monnet Fellow in International Migration at the European University Institute,
Florence (1997/8); Research Fellow, European Institute, Queen’s University, Belfast (1994-7);
and lectureships at the Universities of Manchester (Victoria and MMU) and Hull in social policy,
economics, political science and European Studies. He is also a Founding Editor (1994) of the
academic journal South European Society & Politics published by Routledge.
In recent years, he has served as a consultant or advisor on migration issues in the
Mediterranean, Middle East and Balkan regions for UNDP, the European Commission training
seminars for diplomats (Diplomatic Academy, Malta), the East‐West Institute in Brussels, the
International Organization for Migration (IOM), the Global Commission on International
Migration (GCIM), the Migration Policy Institute (MPI), the UN Economic Commission for Europe
(UNECE) and the governments of Greece, Spain and Italy. He was an expert witness for the
Council of Europe Parliamentary Assembly, Migration Committee’s Hearing on Regularisation of
Illegal Migrants in 2006, and has also served as an expert witness on Greece for ECRI, Council of
Europe.
He has published more than 60 articles, reports and books since 1989. Recent publications
