It took three years of research to complete the new item in the Institute's collection of books and indeed is one of the most riveting. The book analyzes the development of the minorities phenomenon in the Balkan region since the end of the Cold War. Ms Koppa starts with a succinct historical review of relations among the different ethnic groups living within the states of the region. She then attempts to register the choices available to governments as well as the minorities' responses to them. Finally, specific case studies are examined which demonstrate limitations in the Balkans presently, precisely due to the delicate relations between governments on the one hand and ethnic minorities on the other.
